With the entry into force of Delegated Regulation (EU) 2023/707, the European CLP system has introduced new hazard classes and, with them, new EUH phrases to appear in the classification and labeling of affected substances and mixtures. This is a highly significant step for companies, importers, formulators, and HSE professionals, as it substantially expands the scope of information to be evaluated and communicated along the supply chain.

The new indications specifically concern three areas: endocrine disruption hazards for human health and the environment, persistence and bioaccumulation properties, and the risks of long-term contamination of water resources associated with persistent and mobile substances. This is not a simple terminological update: these phrases reflect new hazard classes that impose a revision of classification, labeling, and safety data sheet (SDS) update processes.

EUH380 and EUH381: Endocrine Disruption for Human Health These phrases concern the potential of a substance or mixture to interfere with the human endocrine system. EUH380 applies when there is sufficient evidence to qualify the hazard as established or presumed, while EUH381 is associated with a suspicion of endocrine disruption.

EUH430 and EUH431: Endocrine Disruption for the Environment These extend the same approach to the environment. EUH430 signals that a substance can cause endocrine disruption in the environment, while EUH431 indicates a suspicion of such an effect.

EUH440 and EUH441: Accumulation in the Environment and Living Organisms Associated with PBT and vPvB properties, EUH440 signals that a substance accumulates in the environment and living organisms; EUH441 communicates an even higher level of accumulation.

EUH450 and EUH451: Long-term and Widespread Contamination of Water Resources These concern PMT and vPvM properties. EUH450 indicates that a substance can cause long-term and widespread contamination of water resources; EUH451 relates to very long-term and widespread contamination.

Application Deadlines ECHA points out that these new hazard classes apply to new substances from May 1, 2025, and to new mixtures from May 1, 2026.
